The year is 2027 and Nathan Spring has just been appointed Commander of the International Space Police Force which has a reputation of inefficiancy and ineptitude, due to the fact that it is chiefly comprised of part-time volunteers and people from other professions with no police training. His mandate is to turn the force into a full-time unit in order to combat the increasing crime in outer space.
